Every submission follows a structured editorial pipeline — from initial endorsement through peer review to permanent publication. Transparency is part of what we offer.
Our principles
Pulai is not a vanity press, and it is not an extractive academic publisher. Our editorial process is designed to uphold quality without gatekeeping access to knowledge.
Fees do not buy acceptance
The submission fee covers editorial processing. It does not guarantee publication. Every submission is assessed on its own merits.
Double-blind peer review
Research papers are assessed by two independent reviewers who do not know the author's identity. Authors do not know who reviewed them.
Full comments, always
Every decision — accept, revise, or decline — comes with full reviewer comments. We do not send rejection notices without explanation.
Authors own their work
Publication on Pulai does not transfer copyright. Authors retain full ownership. Pulai holds the permanent public record.
Step by step
The process differs slightly between our two journals. Select your track below.
Teacher or faculty submits
Submissions to Pulai for Schools must be made by a supervising teacher (secondary school / junior college / polytechnic) or university faculty member — not by the student directly. By submitting, the educator confirms they have read the work, completed a first-round edit, and endorse it as ready for formal editorial review. They become the primary editor of record for this submission.
Submission confirmed — endorser notified
A Submission ID is generated immediately. A confirmation email is sent to the submitting teacher or faculty, acknowledging their role as primary editor and setting out what happens next. The submission fee of US$20 / SGD$25 is due at this stage.
Pulai editorial team reviews
The Pulai editorial team reviews the submission within 5 business days. The primary editor (the submitting teacher or faculty) may be contacted at this stage with questions or requests for minor clarification before the submission progresses.
Two independent reviewers assess the paper
Research papers are sent to two independent reviewers drawn from the Pulai reviewer panel. Review is double-blind — reviewers do not know the student authors' identities, and authors do not know who reviewed them. Perspectives and project reports are reviewed directly by the editorial board. Both the primary editor and student authors receive status updates throughout.
Accept, revise, or decline
A decision is communicated with full reviewer comments. If revisions are requested, the primary editor coordinates the response. A revised submission may be reviewed again before a final decision is made.
Published with DOI — permanently indexed
Accepted work is published with a DOI, permanently indexed, and available to subscribers. The student authors are listed as the work's authors. The supervising teacher or faculty is acknowledged as primary editor. The work is citable from the moment of publication.
Fees
We charge a single submission fee. Nothing else is charged at any stage — not on acceptance, not on publication.

No further charges on publication. Unlike many open access journals, Pulai does not charge an APC on accepted papers. The submission fee is the only fee you will ever pay.
